Responsible Government

Responsible Government is the concept of a government which provides a government that is accountable to the people and represents them fairily. Canada theoreticly has a responsible government, this government is theoreticly a fair representation, for the people.
Due to certain issues the Canadian government is not really all that responsible or representative.
One of the mafor issue is the election process which does not allow for a fair representation, but rather the representation of a certain group which provides the greatest number of votes. The percentage of votes necessary to govern is the the greatest all parties archive, it can be less then fifty percent, it can be forty or even thirty percent as long as no other party has more votes.
This clearly does not provide the a fairly representing government, this government allows an elite to control the governance of a nation.
Now beyond this there is another problem, which is simple, a part of the government does not know what it is actually supposed to do. To be more acurate the part that does not know its own purpose, this is the Parliament which is supposed to keep the government accountable for its actoims. Now today's MP's that make the Parliament are supposed to represent their areas which they can't do fairily anyways since they are not elected by they majority. The Parliament can not fairily represent the people it is supposed to represent and due to the confusion which seems to be present in the political world of Canada. The Prime Minister and the Cabinet for example do not have the actual power to say how much the Canadian government spends since that is one of the powers the Parliament has, most curiously the Parliament does not seem to use its entire power nor does it realize its full responsibilities. The Parliament does not actually try to keep the government accountable nor does it attempt to protect what is rightfully its domain, it actually allows the Cabinet and the Prime Minister more power then either should have for example the power to declare war or to make treaties. It is not just age that created these problems but as well the so called Party line which by now has become something very important. Every MP that comes into the Parliament will be kept in line and also will be kept busy with make work projects which make sure that the MP does not get bored or get any funny ideas. Is this truly responsible government?
